The Orange County Sheriff’s Office is accepting sealed proposals for Tow Management Dispatch Services.

Sealed proposals will be accepted until 4:00pm (local time) on Thursday, March 19, 2026, at the Orange County Sheriff’s Office, Purchasing Section at 2500 West Colonial Drive, Orlando, FL 32804.

The Sheriff will not be responsible for late deliveries or delayed mail. Sealed proposals will be opened at 10:00am (local time), on Monday, March 23, 2026.

Questions:

Question 1 — Delivery Method (FedEx / UPS vs. USPS)

RFP Reference: Pages 15–16, Section IV.B; Page 25, Section VI

The RFP lists two delivery options: a USPS P.O. Box address for mail delivery, and a physical street address for hand delivery or overnight carrier. We understand that FedEx and UPS are generally unable to deliver to P.O. Boxes. If we submit our proposal via FedEx or UPS rather than USPS, should we use the physical street address at 2500 West Colonial Drive, Orlando, FL 32804? Please confirm whether delivery via FedEx or UPS to the physical address is acceptable.

Yes, having the bid delivered to the physical street address at 2500 West Colonial Drive, Orlando, FL 32804 will be accepted.

Question 2 — Geographic Requirement for “Presently in Use”

RFP Reference: Page 10, Section III.C (Location — Bid Requirement)

The RFP states that the proposed system must be “presently in use in State, County, or City Municipalities.” Could you please confirm whether this requirement is satisfied by deployments in jurisdictions outside of Florida, or must the system currently be operational within a Florida jurisdiction? The system does not have to be currently operational within the state of Florida, but the vendors must meet all the requirement/capabilities listed in the bid to be awarded.

Question 3 — Contract Term and Renewal

RFP Reference: Page 6, Section II.C.11; A-10 Agreement, Section 4

The RFP states it is OCSO’s intent to enter into a contract ranging between 3–5 years, “with optional non-competitive renewal for one (1) additional two (2) year term.” We have two related questions:

a.  Is the optional renewal a single two-year extension granted at the conclusion of the original contract term? The A-10 Agreement (Section 4) references “up to one (1) additional two-year (2-year) term,” which we interpret as one renewal period only, rather than an annual renewal. Yes, the optional renewal is a single two-year extension at the conclusion of the original contract term per the Sheriff’s approval.

b.  If a proposer selects a five-year initial term and the two-year renewal is exercised, would the maximum potential total contract duration be seven (7) years? Yes, if the original contract term awarded is granted at five (5) years, the total length of the contract would be seven (7) including the two (2) year renewal per the Sheriff’s.

Question 4 — Exhibit A-3: Acknowledgement of Addenda

Exhibit A-3 asks bidders to list any addenda issued to the solicitation by Addendum Number and Date. We would like to confirm what should be listed here:

a.  This RFP was re-posted as a 2nd Posting with the addition of Exhibit B.2 (Report and User Information Form). Should the 2nd Posting, or the addition of Exhibit B.2, be treated as a formal addendum to be listed on Exhibit A-3? No. B-2 does not need to be treated as a formal addendum, since it is part of the bid and considered a “required document”.

b.  Will OCSO’s written responses to bidder questions (issued following the March 12 deadline) be issued as formal, numbered addenda? If so, should those responses be acknowledged on Exhibit A-3 and included with our submission? Yes, should those responses be acknowledged on Exhibit A-3 and included with our submission.

We appreciate your guidance on these questions. We may have a couple more questions and will submit those by separate email prior to the March 12, 2026 deadline.

Question 5. – Would it be possible to get a copy of the current OCSO Tow Manual to review prior to submitting a bid for RFP 219-25?  I have not been able to find it on the OCSO website.
